About the position

The Business Operations and Finance (BOF) Unit is responsible for providing technical, operational, and programmatic support services across various functional areas including finance, treasury, grant management, business operations, and procurement across the CGIAR System Organization.
The efficient delivery of these functions and collaboration with key stakeholders, coupled with the effective management of risks, is critical to safeguarding the financial and operational stability of the CGIAR System Organization and CGIAR System.

The unit will drive excellence and professionalism across all teams, ensuring the highest levels of integrity which further enables the organization to achieve its mission in delivering science and innovation for the transformation of food, land, and water systems.

The Manager, Accounting & Treasury, reporting to the Senior Manager, Finance, is responsible for leading the Accounting & Treasury pillar of the organization, overseeing various aspects including accounting, financial controls, external audit, financial statements and treasury.

Demonstrating adaptive capacity in the management and mitigation of financial risks including control and assurance mechanisms, the role drives the continuous improvement of organizational processes and technologies, fosters team development, and enables the organization to remain responsive to the changing needs and priorities of the CGIAR System Organization.

Duties and Responsibilities
  • Oversee accounting and treasury activities, including the organization’s cash position and liquidity, investments, bank accounts, and reserves as well as the accounts payable, accounts receivable, and general ledger functions, ensuring the optimal delivery of services and effective mitigation of risks while remaining responsive to business needs and priorities.
  • Implement or adapt tools and systems relating to accounting, controlling and treasury, working closely with IT and other key stakeholders to ensure the use of modern technology, integration with other systems and alignment to the CGIAR digital strategy.
  • Develop financial reports, statements, and other documentation, ensuring that all outputs align with established accounting standards, principles, and policies.
  • Advise managers and other departments in the System Organization on financial insights tailored to support the organization’s financial planning, budgeting, and strategy development activities.
  • Build the capacity of the accounting team, providing guidance and leadership to effectively optimize capacities while sustaining the delivery of high-quality services and outputs.
  • Engage with legal authorities, tax specialists, and external auditors to deepen institutional understanding of accounting laws, trends, and regulations which sustains and strengthens the organization’s financial integrity.
  • Organize accounting processes and procedures to optimize efficiencies and to build consistency in the delivery of financial transactions while introducing improvements to internal controls of the organization.
  • Organize the timely and coordinated execution of finance/treasury activities and outputs (e.g. month end close and management accounts, annual audited financial statements, aggregation of the CGIAR Financial Report, dashboards), ensuring adaptive measures to support delivery.
  • Sustain the delivery of accounting outputs, ensuring that quality is consistent and in compliance with sustainability and ESG factors as well as corporate standards and policies while introducing adaptive measures to account for emerging trends and potential financial risks.

Requirements

Education and Experience
  • University Degree in Accounting, Finance, Business Administration, or a related field, with a Professional accountancy qualification (e.g., CPA, ACCA, CIMA) is desirable.
  • Specialized experience in accounting, treasury and investment management, including financial reporting, compliance, and team leadership.
  • Knowledge of emerging technologies in accounting, cybersecurity principles, data protection regulations, ESG reporting frameworks, and sustainability accounting standards are desirable.

  • Substantive Knowledge: Demonstrated capacity gained through education and experience in accounting and treasury reflecting conceptual understanding in an operational setting
  • Communication skills: Demonstrated Skill gained through exposure/experience in relationship management
  • Execution skills: Demonstrated Achievement in the consistent delivery of programs/services through adaptation

Languages

Fluency in English essential to communicate in writing and speaking. Knowledge of a second language desirable.
